American Electronics, Inc (Amelex)

Founded in 1982 as a high level engineering corporation, now a woman-owned small business, with corporate headquarters in California, MD and field offices in Rosslyn, VA and Brussels, Belgium. Amelex has a staff of approximately 70 employees with backgrounds in the areas of Combat Indentification, Air Traffic Control, Radar Systems, and Detection Survelliance Systems. Over the past 20+ years, Amelex has evolved into a leading edge small business in the areas of program management, information management, research and development, and hardware/software engineering.

Amelex's operations have grown in both DoD and commercial areas. Current support services are broken down into three major areas: Engineering Services, Program Management, and Information Technology. Amelex's current client list includes Navy, Air Force, OSD, NATO, and numerous commercial organizations.

AMSEC LLC

A full-service supplier to the Navy and commercial maritime industry. Previously a wholly owned subsidary of Science Applications Internation Corporation (SAIC) and in existence since 1981, in June 1999 AMSEC LLC was formed as a business partnership between SAIC and Newport News Shipbuilding (NNS). The now 5000 employee owners place a premium on continually expanding and improving support to customers who operate, maintain, and modernize ships.

AMSEC provides naval architecture and marine engineering, electronic systems engineering, vessel system assessments, maintenance engineering and program development, shipyard industrial engineering, and complete logistics services, from technical manual development to provisioning documents, spare parts management and training. AMSEC LLC maritime designers, engineers, logisticians, technicians, trainers and analysts provide technical support for virtually every shipboard system including propulsion systems, deck and auxillary machinery, communications, structure, and outfitting.

Brandes Associates Inc (BAI)

Since 1990, BAI, a small business has provided high quality engineernig and program support to DoD customers. Headquartered in Santa Barbara, and other offices in California at San Diego, Pt. Mugu, and China Lake; other offices are located in Patuxent River, MD, Fallon, NV, Virginia Beach, VA, Arlington, VA and Muskegon, MI. 90 Brandes associates offer specialized expertise in engineering high-profile mission planning, data integration, software development solutions, avionics systems engineering, and program and acquistion management.

Current BAI activities support: management and technical solutions; systems engineering; information and technology solutions; special warfare; and UAV solutions. Proven processes and services have evolved through years of outstanding support to the Special Operations Forces, Office of Naval Research, Naval Air Systems Command, Naval Mission Planning System (NavMPS) program office, H-1 Helicopter Program (PMA-276), and NAWCWD communities.

Imagine One Technology & Management

A rapidly growing, certified HubZone, Woman-owned, and Small Disadvantaged business located in Colonial Beach, VA with additional offices in Virginia, Maryland, and South Carolina. Imagine One enhances the capabilities of Government agencies and private companies by utilizing the knowledge and skills of an experienced and professional staff. Valued at $2.58 million for five years, for programming web development, database design and development, and related services.

All Imagine One senior management possess advanced degrees and extensive experience in Naval engineering, engineering management, training, or technology management. Experience and expertise of the Imagine One staff are found in: Engineering Services; Research, Development, Test, and Evaluation; Program and Technical Management; Distance Learning; and Software Development.

Quality Assurance

Quality Management Plan

Pinebrook’s Quality Management Plan is an overarching management document that integrates the technical and financial performance for a project. The Project Plan contains an Integrated Master Schedule (IMS) and Work Breakdown Structure (WBS), a Risk Management Plan, staffing plan, technical review processes, quality processes, and financial resource allocations.

Pinebrook’s direct labor is controlled through the assignment of employee Project Work Authorizations (PWAs) which contain a copy of the task order SOW and assigns the individual the expected number of hours that are planned for them on each task or subtasks that they will be working on. The Project Control system allows the Project Manager to budget, allocate and monitor costs to WBS elements.

Pinebrook’s financial system for Project Control and tracking and our Project Status Reports (PSRs) provide the Program Manager and Project Managers with a superb methodology for monitoring cost control.

Quality Service Plan

There are two aspects to our Quality Assurance at the task implementation level; that of process and product. To be successful, quality characteristics and standards must be a corporate goal that is enacted by management and fully supported and understood by the employees.

Orientation on process fosters an internal view and awareness of quality in that there is recognition and actions (processes) to ensure that a quality product/service is provided. A major outcome of the processes must support the early discovery of discrepancies so that rework at the end of development is kept to a minimum; this is where expediency is captured. Quality processes must not be a hindrance but must be repeatable in order to be recognized as a quality producer.

The product view is the actual validation and verification of the information provided; this is accomplished by a designated, experienced (senior/management level) quality assurance representative who is knowledgeable of the product but did not directly contribute to the production. This check assures that the quality process is working and that only quality products are forwarded to the customer. Some of the basic quality goals for our products and services include: completeness – meets all requirements; correctness – is free of errors; and understandable – well designed, easy to comprehend, and produced in terms the user is familiar with.
